Phase I
Using input gathered at the November 21, 2009 community meeting the Sustainable Portsmouth Vision Statement was created and adopted.

Phase II
On January 20, 2010 Phase II Action Circles were formed and met many times over seven weeks. Using the overall vision statement, each group formulated a specific vision and examined action plans to achieve them.
